National self interest drives DIPLOMACY.
When Fidel Castro overthrew the former Cuban government, the United States did not like him. He was a harsh leader. He jailed and killed his opponents and had a tight grip on the press and media. He also got rid of American factories in Cuba, and supported communism. America, which was strong with democracy and anti-communism, announced a trade embargo, or ban, with Cuba. This action pushed Castro towards communism more. Castro's interest in communism was national, all across Cuba. National interest in communism drove Cuba to side with Soviet Union, also communist, during the Cold War. In other words, national self interest drove diplomacy of Cuba in the Soviet Union.
